APCR Fact-Finding Report Highlights Demolition Drive in Aftermath of Nuh Violence, Following Attacks and Vandalism Targeting Muslims by Miscreants

New Delhi: Following the violent events in Haryana's Nuh on July 31st, a wave of fear and anxiety has swept through the entire region. People are now hesitant to report instances of cruelty and abuse to the police station. On one hand, malefactors subjected the impoverished to oppression, setting fire to a mosque alongside modest homes and shops, resulting in the tragic death of the mosque's imam. On the other hand, the local administration also utilized bulldozers to demolish hundreds of shanties and makeshift structures erected by the roadside, following the miscreants' acts of atrocity.

The Association for Protection of Civil Rights (APCR), a non-governmental organization established in 2006 to safeguard the human rights of marginalized sections of society, constituted a fact-finding committee. Comprising community leaders, social workers, journalists, and lawyers, the committee visited the areas in Haryana affected by the riots.

The fact-finding committee's primary goals were to alleviate the fear instilled by the violence and to restore confidence among the people. Additionally, they aimed to uncover the underlying causes of the violence, identify the conspirators behind it, and reveal the truth.

The resulting fact-finding report, titled "Beyond the Surface: Revealing Systemic Violence and Police Complicity – A Fact-Finding Report on the Nuh Violence," delves into the tumultuous events that transpired in Nuh, Gurugram, Sohna, Palwal, and Gurgaon on July 31st, 2023. APCR asserts that the report's findings are rooted in thorough research, interviews, and testimonies collected by the APCR team.

The comprehensive 44-page report characterizes the Nuh riots as an embodiment of systemic violence, with implicit involvement from the police force. The report reads, "several testimonies and video evidence pointed to police complicity in the violence. Officers were reported to have actively participated in vandalism, destruction, and intimidation during the riots. These revelations eroded the community's trust in law enforcement and highlighted a dire need for accountability."

The report highlights the failure of the local administration to intervene despite prior notifications of the escalating violence. Hate speeches propagated through social media, with figures like Monu Manesar and Bittu Bajrangi inciting unrest, went unchecked by the authorities. Community leaders and lawyers assert that the violence was meticulously planned. Several videos presented as evidence showcase the police's complicity as miscreants vandalized and threatened individuals under the police's watchful gaze. Following the initial violence, further atrocities were inflicted upon the Muslim community, as the administration itself participated in demolishing properties owned by Muslims. This wave of arbitrary detentions and torture fostered an atmosphere of fear and oppression. Testimonies from those directly impacted by these actions, including community leaders and family members, unveil the harrowing consequences of unjust arrests, torture, and property destruction. Muslims faced baseless accusations.

The report underscores the pressing need for justice to be served to the victims, for the administration to be held accountable, and for a comprehensive investigation into the administrative and police oversights that allowed the violence to propagate and intensify.

During a press conference held in New Delhi, APCR's National Secretary, Nadeem Khan, emphatically stated that the Nuh riots were premeditated rather than spontaneous. He postulates that the rioters initially targeted Muslims' residences and shops to economically weaken them. Subsequently, the local administration employed bulldozers to destroy roadside huts, paan shops, shelters, auto repair workshops, and tire puncture garages. Khan asserts that biased video clips were strategically disseminated on social media platforms to incite ordinary citizens to engage in violence, which played into the premeditated outbreak of chaos. Consequently, properties owned by Muslims and underprivileged individuals sustained damage.

Tragically, six lives were claimed in the wake of the violence. The police predominantly detained impoverished and innocent individuals, significantly agitating the already marginalized population. Khan implores the police to register complaints and pursue justice for the oppressed.

Advocate Ramzan Chaudhary, addressing the press conference, noted that developmental initiatives in the region have been historically neglected since independence. He attributes the recent violence to troublemakers like Monu Manesar and Bittu Bajrangi, who actively sought to disrupt the peace. Advocate Tahir Hussain Dewla, Former President of the District Bar in Nuh, highlights the administration's unjust detainment of common citizens and impoverished individuals instead of apprehending the instigators of the clashes. Even those who were visiting the Taj Mahal on the day of the violence were subject to arrests.

Dr. Om Prakash Dhankar, Coordinator of All India Khap Panchayats, posits that the recent incidents reflect a government conspiracy. He laments the influence of politics in the legal cases pursued against them. Dhankar stresses the necessity of unity and vigilance within society to forestall future violent incidents.

Shadab Anwar, Brother of the deceased mosque imam, independent journalist Sabah Gurmat, Professor Apuranand of Delhi University, and former Member of Parliament, Rajya Sabha Mohammad Adeeb, also offered their perspectives during the press conference.
